The NAV CANADA Joint Council
(NCJC) became official on October
9, 1996 at the founding meeting where the bylaws
were adopted, where the first members of the
Council were identified and the committee terms
of reference were approved.
The NCJC while new in its own
right, has a history to draw from, as its concept
comes from the National Joint Council (NJC)
of the Public Service of Canada which is a consultative
body created by Order in Council in l944. The
purpose of the NCJC is to promote the efficiency
of NAV CANADA and the well-being of those employed
by the corporation by providing for regular
consultation between NAV CANADA and bargaining
units on behalf of represented employees.
The NCJC consults on many issues
that affect represented employees throughout
the company: the Travel Program; the Relocation
Program; the Isolated Posts Program; the
Living Accommodations Charges Program; the
Commuting Assistance Program; the Bilingualism
Bonus Program; the HealthCare Plan; Dental
Plan; Disability Insurance; and so on. It is
more efficient to negotiate these matters at
the NCJC rather than at each bargaining table,
and the NCJC forum has been a successful vehicle
for dealing with many issues, to the general
benefit of all represented employees.
